I can't speak for NetBSD, but the FreeBSD a.out format has changed
exactly once, between 1.0.2 and 1.1, to accomodate shared libraries.
We do not plan on making any more changes to a.out.

a.out is extremely deficient for a lot of architectures (MIPS, Rios,
and Alpha just to name three).  When a port is created to such an
architecture, it will be necessary to support the native executable
format of that architecture.
