TIOCSETD attempts to change the tty line discipline from TTY to PPP.
There are two reasons this might fail:

1. you are attempting to attach pppd to a TTY/PTY pair (i.e. a "network
tty") instead of a com port tty.

2. your kernel is not configured for PPP. I forget exactly what the
line the in the config file should be, but it's something like:
	"pseudo-device ppp 1"
