   I've had the same problem with two different modems, and in both cases
   'stty -f /dev/tty00 clocal' didn't do the trick.  Instead I had to change
   some settings in the modem registers so they would handle DTR recognition
   properly.  Nate is correct, in most cases setting CLOCAL will likely fix
   the problem.  But if it doesn't, try playing with your modem configuration.
