I just built emacs-19.25 on my 1.1 system last night, with nearly the same results - it dies with that exact error when descending into the "OldXMenu" subdirectory, and then later on, when I try to 'make install' (after cd'ing to the 'src' directory, and invoking make from there. Again, the easy way out is to get GNUmake, and compile emacs using that. (It's not clear to make if the Emacs Makefiles are assuming an incorrect variable expansion or something, or if this is a bug in the FreeBSD1.1 "make").
