Thanks to a few suggestions and a bit of a brainstorm, I managed to
get things running again. 

Basically, I rebooted in single user mode, ran /etc/rc to start the
network and mount the NFS drives, ran vipw to remove the passwords
from all accounts, then rebooted, logged in, and re-entered the
passwords.

Life (and FreeBSD) is good again!
