Taylor UUCP under FreeBSD 1.1-RELEASE is broken.  Or, rather,
misconfigured.  It seems that some changes to setreuid() broke
it for the purposes that Taylor uses it, and the POSIX saved-setuid
changes that were supposed to make it work aren't in there yet.

Go into common_sources/policy.h and define HAVE_BROKEN_SETREUID as 1
and HAVE_SAVED_SETUID as 0.
