That's precisely the way this sort of thing is usually handled.

The "first site" to make it available *ONLY* makes it available to
mirror sites via password-protected ftp.  Since there is only a small
number of mirrors, the load is minimal.  These mirror sites might even
pass it on to a second-tier of mirror sites, and so on.

At a certain pre-determined time, all the sites change the protection
bits so that it's available to the world.  Since it's available from
so many places, the net-storm is minimal.  This can be extended to an
arbitrarily large set of mirror sites to make the network load at any
one site almost arbitrarily low.

I am totally baffled as to why this hasn't already happened.

Well, for some reason it hasn't happened, and no one seems to be
saying why, except for the relatively bogus comments about "server
load".

I'm almost beginning to wonder whether there's a plot afoot.  We've
seen Bostic provide detailed information about how to order from
O'Reilly, and Vixie gave a pointer to the info.

Any else beginning to wonder whether O'Reilly somehow has a hand in
the absence of 4.4-lite anon-ftp in order to optimize sales of it's
4.4-companion CD-ROM?
