The "first site" to make it available *ONLY* makes it available to mirror sites via password-protected ftp. Since there is only a small number of mirrors, the load is minimal. These mirror sites might even pass it on to a second-tier of mirror sites, and so on. At a certain pre-determined time, all the sites change the protection bits so that it's available to the world. Since it's available from so many places, the net-storm is minimal. This can be extended to an arbitrarily large set of mirror sites to make the network load at any one site almost arbitrarily low.
