The FreeBSD team has authorizations from USL about that I think... 1.1.5 will be available on CD-ROM (remember, freebsd and freefall are in the cdrom.com domain :-) ). I cannot say something official of course but I don't remember anything against releasing 1.1.5 on CD-ROM.
