Sun-lamp is also the core development machine for NetBSD, and can
sometimes be down for awhile when they're doing work on it, or if it
crashes while nobody is physically near it, since it usually is set up
(I assume) to dump into the kernel debugger rather than just reboot,
if it crashes. And, when it's up, it only has a ftp limit of
something like 3 or 6 concurrent users, since this is the machine
people are trying to do real work on.

Ftp.iastate.edu is one of many official mirrors of sun-lamp. All
NetBSD source and binaries are available there.

Have you read the NetBSD INSTALL notes? You should print the INSTALL
notes out for reference while installing the system. If you read them
thoroughly, you will be enlightened. :-) (They are in the same place
as the NetBSD-0.9 distribution files.)

>Is there a means by which to install NetBSD via the network?

It's in the INSTALL notes.
