In other words, you cannot hire anyone who has had any experience in your industry, or related industry, including experience at college or other educational institution. Yes, you, the employer must pay for all your employees education from grade school up to the time you hire them. Yes, the top people in the industry will not be allowed to work for you. You can only hire idiots. If you prevent others from taking their knowledge with them, then you can not accept knowledge from others. :-) for the humor challenged.
