It reserves around 10% of the |space because of performance issues. However, as root you can go all the way I still maintain this is a bug. Not the 10% bit, that is correct behaviour. The bit I think is a bug is that avail should be 0 and not a minus value. It is on all the other systems I use. It's not exactly a hard bug to fix but I guess most users feel there are more pressing things to get sorted. However, it does puzzle those users who don't realise what's happening.
