    This is probably a modem mismatch.  Your USR modem is trying to
negotiate a V.42 error-correcting connection with a modem that doesn't
know V.42.  It negotiates by a spitting information to the other modem
and expecting a reply.  Depending on the other modem, this negotiation
can get passed through to your terminal.  You need to play around with
your USR modem configuration, especially how it tries to negotiate an
error-correcting connection and what it does if it can't negotiate.
(I would guess the 9600 and 2400 baud modems you're using are set up
to use MNP5 or no error correction at all?)
