As far as i now the pcvt console driver emulates a vt220 on the console.
But you need the complete kernel source, the sources of pcvt and you
need to know how to build a new kernel.
Another possibility is to use X-windows, an xterm is a fairly good vt100
emulation. I am just using seyon under X-windows, that is something 
similar to procomm or telix under dos.
