You had it right.  It's /etc/exports.  Here's a sample:

/usr/src		-ro	woofo.boffo.com beefo.boffo.com
/usr/ports		-ro	woofo.boffo.com beefo.boffo.com
/openfs				woofo.boffo.com beefo.boffo.com doof.boffo.com
