If you *care* about software development, all three systems have very dedicated teams of developers, and all have excellent sets of development tools. I'm not sure exactly what you're referring to by "dynamic loading". Both NetBSD and FreeBSD have had dynamic run-time linking for over a year now. If you want to find the best system for you, try all three and see which feels best to you. Questions like this just spawn more flamage...
