There is a simple reason for not finding a binary for adduser. 
It isn't in the distribution. If you take a look at the manpage, it 
clearly states that the manpage is for the _procedure_ of adding users.

However, someone has contributed a script (perl??) to add users. I don't 
know if it is available in FreeBSD-1.0, but it is in 1.1.5.1.
The quickest soloution I can think of is to write your own shellscript
and call it "adduser" or whatever you like. That way you can customize 
everything to suit your own taste...
