Try man mount_procfs and mount_kernfs.  I agree it would be helpful if
there were symlinks so they showed up as just procfs and kernfs.

Swapinfo is deprecated.  Use pstat.

   Is it simply a matter of defining one or the other (or both?!) filesystems
   in /etc/fstab to enable them?  

Fstab doesn't enable anything -- it simply says what should be mounted
where.  Putting them in fstab will cause them to be mounted
automatically at boot, if they're configured into your kernel.

If not, simply rebuild a kernel with the correct options for both
filesystems.
