This is probably from scaling fonts.  If you don't have a fpu and you have
the scaled fonts installed all of X will hang while it scales the fonts for
you.  I've removed the scalable fonts from my fontpath on my machine for
this reason (its a 486sx/25).

A terminal (or network connection or whatever) hooked up to the system 
probably works quite fine.

I've haven't had good luck with 3.1 so far, so the above is from 2.1.1.
