Turn off you modem, flip the dipswitch that forces carrier detect high,
trun it back on, try tip/cu...  There seems to be some black magic
needed to talk to the modem, mine currently has to have CD high or it
won't connect.  Putting "softcar" on the appropriate line in /etc/ttys
should fix it also.
