With out-of-the-box settings, the IDE will boot.

Yes it can be set. If you are using *bsd, you could put the IDE at a
different address (where the BIOS will not recognise it). Build a new kernel,
and Bob's your auntie! Just check that your SCSI controller supports booting
and that your IDE can be relocated in the IO map.
