Every thing I have read (including the manuals for controllers) has 
stated that if both a SCSI and IDE (or MFM or ESDI) are installed, the 
system will try to boot from the IDE (etc) first.  Some SCSI controllers 
may be able to boot instead, but I have not seen any.  
I (usually) install one or the other, so I could be wrong.
