As far as I know, you should be able to access the ] CD from within Windows and pull up the .hlp files with the File Manager. Every time I've encountered *.HLP files, there have also been *.HLB files. As far as I know, you should be able to access the CD from within VMS and pull up the .hlp files with the "HELP" utility. You don't even have to install them if you use the "/LIBRARY=" qualifier. You can convert them to printable form by pointing SYS$OUTPUT at a file and using the "HELP" utility. 8-).
