You need to read through the documents in /sys/arch/i386/isa/pcvt/Doc/. NetBSD "ships" with pcvt in the source tree for doing virtual consoles. You'll have to build a new kernel to enable it. Even that my NetBSD can not be telneted login. It always told me " telnetd : all network ports in use". This means you need to increase the number of ptys in your kernel. See any of the sample kernel config files in /sys/arch/i386/conf/.
