This occurs with the 19.27.1 emacs package off ftp.freebsd.org, too.
I was just about ready to compile 19.28 to see if it fixed that
problem.  As you explained, cons25 has trouble moving the cursor to
the first column.  But if I invoke it with -nw under X (xterm) it
works fine.  Like you, I would expect that there is something not
right with the cons25 termcap, but have no other programs that exhibit
the same trouble to prove that with.
