The lines in /etc/ttys 

ttyd0	"/usr/libexec/getty std.<speed>"	dialup	on
cua00	"/usr/libexec/getty sdt.<speed>"		off

must reflect the speed the modem is communicating with the PC-port.

Did you took a look at /usr/src/etc/rc.serial?
There are all necessary setups for modems, terminals, com ports...
