I had a similar problem with some, as it turns out, if you look
in the +CONTENTS file, it has the information necessary to add this
package, and if it has a file which is not in the archive, it's an
error. The only rational reason I can see is that the person
putting the archive together failed to include the given file(s).
Sometimes I have found that the package was missing a man page or two.
What's missing determines it's usability of course.
