I have compiled a few programs that I thought were general interest and
I thought I'd do people a favor and make them available as binary 
packages.  I know what goes into a package and I can figure out most of
how to make one but I was wondering a few things:

1. Do users submit packages, or must they come from the core team?
2. If users do submit them, where do I put them, and then who do I
   notify?
3. If users do submit them, any quick summary of guidelines/techniques?
