That's because in the US it's generally not available and... despite the fact
that it uses no more resources than a voice grade line... is priced way out
there compared to voice lines.

Part of this is perhaps due to voice being so cheap. $10/month for unlimited
calling anywhere in Houston, a city the size of Sydney. No per call or per
time unit charges.

(Actually a bit more than that. $11.05 plus a $3.50 line charge plus taxes)
