Who is going to pay ISDN prices and spend the hundreds of dollars for ISDN hardware for voice? The phone company is working very hard to discourage ISDN for voice, even competing against it with Centrex and custom calling services. Most everything you can do with ISDN voice is already available for a lot less via POTS. The only place the phone company has any hope of selling ISDN is to people who want to use it for data. YMMV outside the US, though I haven't seen many people saying they're using ISDN for voice there either.
