I don't think so. Of course, you need a good public transportation system
to compensate, but it can be done.

(By existing law, all Trabbies would have been illegal on the roads after
the German unification, mainly for emission limits. So they made a special
law to allow them, as otherwise lots and lots of not very rich East
Germans would have been hurt rather badly. As it is, they were able to
sell the Trabbies to students and buy western cars instead. That's why
Unis saw lots of Trabbies - well, it's getting less and less these days.)

The general strategy on that in this country seems to be higher taxes on
dirtier cars, and subsidizes for people who buy extra clean ones, and
banning the worst cases. It even seems to work.

Have somebody have a look at the town I'm living in (Muenster, one of the
best cities for cyclists in Germany). Or have a look at the Nederlands.
That's what's needed. (And, yes, there are bad examples in Germany as
well.)
Now you got me wondering if there's something on a local WWW servcer ...
