If you do not ban the Been there, done that - see the Trabant discussion in another thread :-) (By existing law, all Trabbies would have been illegal on the roads after the German unification, mainly for emission limits. So they made a special law to allow them, as otherwise lots and lots of not very rich East Germans would have been hurt rather badly. As it is, they were able to sell the Trabbies to students and buy western cars instead. The general strategy on that in this country seems to be higher taxes on dirtier cars, and subsidizes for people who buy extra clean ones, and banning the worst cases. Have somebody have a look at the town I'm living in (Muenster, one of the best cities for cyclists in Germany). Or have a look at the Nederlands. That's what's needed.
