The problem with cross-posted threads is that you can't identify the groups where the thread is being read by the participants, so you can't safely reduce the group list without potentially cutting out participants. One would have expected the posting in one of the comp.windows.x.* groups, or comp.protocols.* (ppp perhaps). The mutation of a thread to no longer match its subject (in this case, the mutation to a discussion of "the availability of ISDN", and thence to "what does the availability of ISDN mean in terms of phisicality") poses similar problems in losing participants. A real problem is that subscription is by group, which is only loosely coupled to area-of-interest, that coupling being dependent largely on the classification skills of the original poster. Luckily, there is the ability to kill a thread in modern news readers, and while it is not ideal, it does solve the problem after it is detected. That's why. There's probably a master's thesis in informatics in there somewhere if someone wanted to pursue it.
