Are you sure that a ``ls -l $XKEYSYMDB'' works?

I've installed the nls kit under /usr/X386/lib/nls, and i used to start
netscape with

env XNLSPATH=/usr/X386/lib/nls XKEYSYMDB=/usr/X11R6/lib/X11/XKeysymDB \
	netscape &

without any further problems.
