This was probably enabled at cf compile time.  If you can, check out the m4
source file used to generate your sendmail.cf.  There should be a swtich
to turn it off (define).

I was checking the manpage and I noticed that 8.6.9 doesn't have an
option for freeze configuration files.  Is this supported?  I recall
that this was a real problem on Sun sendmail.
