Fodder for sure. Some parts of the US have flat monthly fees. Other parts
(like Illinois Bell ... er, Ameritech) have a more complex fee schedule:
    - $0.05 percall to switches up to 8 miles away from the home switch
    - per minute fees for calls 8-15 miles away, and over 15 miles
    - all calls have a complex discount schedule, depending on the time of day
      the call originates.

And if you look at the difference between business and residential rates,
the bill is, in fact, based on the amount you use it, to some degree.
