Why can I not figure out how to allow non-root users to change
their password with the password command?

	passwd: updating passwd database
	passwd: password changed elsewhere.  no changes made

Every 2.0 binary install I do (no Kerberos) does this (out-of-the-box). 
I don't see this problem mentioned in the patch-list, or in the FAQ, or 
even in the newsgroup.  

What's the secret?  What needs configuring?
