950412-SNAP (and -current) will recognize my 3c509 after a cold boot, but
won't detect it after a reboot (shutdown -r).  Using the prompt from 
"kernel -c" to probe for it, I get a message about "eeprom failed to come
ready".  I don't see this behavior with 950322-SNAP.

I'm using an ISA 3c509 configured at address 0x300 and irq 10.  Is this
a known bug?
