All of the directories in the archive come out as regular files and thus none of the subdirs/files within those top level directories (e.g. /bin) can be created, since /bin, /etc, /usr are all regular files. This is not true of the man10.?? and etc10.?? archives, since they do not explicitly contain any of the subdirectories. Perhaps gnutar doesn't behave this way when extracting these "files"?
