yes it is -> man kbdcontrol should give you what you want to know - you may also compile your kernel with the 
option-line

	options 	GRKEYMAP

(i hope this is right - look into the /usr/src/sys/i386/isa dir - there's a
file called something like key* or kbd* - look there for #ifdef GRKEYMAP or
something like - this will then be the correct one - but i think it was
GRKEYMAP)
