It is the active file. You can't (in opposite to C-News) receive groups not mentioned in active. The ME line in newsfeeds has very different meaning than that of C-News' sys-file. One single line saying ME::: should be syntactically correct and enough to work and do nothing, i.e. receive, but send no news to anybody. Then add the examples from the NEWSFEEDS(5) manpage one by one, as far as You need them.
