I am trying to connect to a newly created bsd box running a 486.

I am using ncsa.  I can telnet to any other host but the new box.  If
I telnet into another machine, I can then telnet out into the other machine.
NCSA complains about timeouts during connect.  

Has any been able to make ncsa connect directly into the 386bsd?

PS:  All other hosts including our terminal server connect ok, therefore
I think there must be a timing parameter in NCSA that I am not aware of.
