Both your ISP and your phone company are bending you over. Your Phone company is bending you over because they want to push ISDN. In reality, ISDN takes up more circuit switching hardware than FR, since a constant ISDN connection must maintain a virtual circuit the whole time. I have no idea why phone companies are pushing ISDN so hard, unless it's the fact that they can put a per minute tarrif on a switched circuit. Your ISP is bending you over because they can simply get one pipe to the FR cloud. With ISDN, there must be a connection to the phone company for each connected customer. With FR, they can have a big pipe to the cloud with each customer having a fractional pipe to the same cloud. Maybe the phone company is pushing ISDN because they get 2 * N billable connections as opposed to N + 1 billable connections? I have no idea why your ISP is bending you over. Perhaps he doesn't have the volume to amortize the pipe cost because all the other people had ISDN pushed on them. Or he just likes bending you over. Or he's an idiot and hasn't run the numbers.
