I can tell you in 10 seconds: At the CTANs (eg ftp.shsu.edu), in the directory /tex-archive/systems/web2c get: web.tar.gz, web2c.tar.gz, lib.tar.gz That is all you need. There is a lot of useful information in /tex-archive/help at the CTANs (the other CTANs are ftp.dante.de and ftp.tex.ac.uk).
