The instructions assume that you have already dialed your modem and
turned on SLIP at the other end.  I got SLIP to work following the
instructions, but I had dialed and started SLIP under Linux.  However
I got continuous silo overflows under 386BSD (at 9600 bps using a 33
MHz 486).  I ended up downloading the files under Linux and writing
floppies!  I believe you could use tip to dial the modem and get
things started, but if my experience is typical (there are reports
saying similar things), SLIP isn't quite ready yet.
