Oh. Really? Uhm... Do you mean 2.1.0-Development as in 'after 2.0-RELEASE
but before 2.0.5-RELEASE?' They stopped calling it '2.1.0-Development'
a while ago. They may have started calling it that again without my
noticing, but I doubt it.

The NIS support in 2.1.0-Development is not quite finished, and
2.1.0-Development itself had bugs that were fixed in 2.0.5-RELEASE.
If your system really is 2.1.0-Development from several months back,
I strongly suggest you upgrade. 

: I have executable files in directory /usr/sbin such as

: 24 yp_mkdb*     32 yppasswdd*   48 ypserv*
: 32 ypbind*      16 yppoll*      16 ypset*

It would have been far more helpful if you'd shown me the datestamps
on these files so I could see when they were created.

You need, among other things, to upgrade. When I first put the NIS
server support in 2.1.0-Development, some of the Makefiles weren't
quite right, and /var/yp/Makefile often wasn't installed correctly.
If you have the source tree, you can find it under
/usr/src/gnu/usr.sbin/ypserv as Makefile.yp. But again, the NIS support
in 2.1.0-Development took a while to solidify. You're liable to
have trouble with it unless you upgrade to 2.0.5-RELEASE. (/var/yp/Makefile
does exist in 2.0.5-RELEASE)
