The mtools only offer to highlevel-format floppies and I know of fdformat or format on SunOS or SysV-PC-Unixes. Is there such a tool under 386BSD (Jolix) ? Perhaps I haven't seen it in the binary-package ? It would be nice to get an answer to this question.
