Do you have by any chance the Num Lock key activated on your XFree86
machine ?

If so this is the problem. There is a bug in Xt menus that behaves
exactly the way you describe it when a modifier (Num Lock, Caps
Lock...) is active. 

I think it may be fixed in XFree86 3.1.2 that will be released on
August 1, but I can't verify it just now.
