Hi,
After 2 nights work I finally found out that Livingston portmaster
comm server with the help of radius can handle PPP/SLIP connections.
One does not need bsdi's /usr/bin/ppp. Give all users just regular
shell when doing adduser. Portmaster handles ifconfig and arp
for ppp and slip. How to do it is at www.livingston.com in
technical support link. Get documants named portmaster for ISP
(or something) and using PPP and SLIP. Follow that completely.

I hope that helps. If you have any question, e-mail me.
