From my /etc/rc.local file:
echo -n 'setting pcvt options...'
/usr/sbin/kcon -d 0 -m de-102 -r 0
/usr/sbin/scon -t 360
echo 'Ok.'
See man kcon and man scon.
The different keyboard layouts reside in
/usr/share/misc/keycap.pcvt
and you may even design your own one :-)
