Which version of FreeBSD is the one you're using? rpc.pcnfsd comes as a port with FreeBSD-2.0.5-RELEASE so you should be able to get it from the Walnut Creek's ftp server or one of it's mirrors. If that isn't possible for you, I can also send it to you via mail.
