Are you  sure  all  the permissions are    right ? Everything   in the news
directory (which contains  newsfeeds, expire.ctl and so  on) must belong to
news except in etc/* (which contains innd  and inndstart). Which version of
INN are you running ? The startup command has changed between plain 1.4 and
1.4unnoff2.
